Last updated November 2026: free things to do in Surabaya are mostly heritage stops, mosque grounds and street-level browsing, backed by a few museums at Rp5,000 to Rp10,000. Entry may cost nothing, but transport, a drink and small donations still add up. Our full list, paid sights included, sits in the Surabaya things-to-do guide.

Free Things to Do in Surabaya: The Short List

Each stop below carries one of three tiers. Tier 1 is truly free. Tier 2 is free entry with a likely small extra, such as a donation, parking or a paid annex. Tier 3 is a low-cost fallback. Prices come from recent visitor reports, so check current entry policy before you go. Surabaya also suits a tight budget in other ways, and whether Surabaya is worth visiting depends on how much history appeals to you.

House of Sampoerna is a former Dutch orphanage that Liem Seeng Tee bought in 1923. It holds a small museum and a viewing level over the hand-rolling and packing floor. Visitors report free entry and no photos on that level, so confirm both. Heroes Monument is an obelisk just over 41 meters tall, honoring the Battle of Surabaya that began on 10 November 1945. Its grounds are free, and recent visitors report a single front entrance. Masjid Ampel sits in the Qubah market district, where motorized transport is reportedly banned near the mosque. Visitors report no charge for a loaner shawl and an optional donation box. Masjid Cheng Hoo is a small, Chinese-style mosque. Expect to cover knees and shoulders, plus hair for women, and note that a loaner sarong may not be on hand.

  • Tier 1: Tugu Pahlawan grounds and the Kembang Jepun street scene.
  • Tier 2: House of Sampoerna, Masjid Ampel, Masjid Cheng Hoo.
  • Tier 3: Monkasel and the Tugu Pahlawan museum.

Low-Cost Stops Worth the Small Fee

Monkasel is the clearest pay-for-value stop. Entry is reported at Rp10,000 per person. The retired KRI Pasopati submarine is 76 meters long, and walking through takes about 10 minutes. A 15-minute video reportedly plays on the hour, so time your arrival. The Tugu Pahlawan museum is reported at Rp5,000. Its upper floor was reportedly closed on one visit. Use a simple rule: pay when the exhibit is the whole point, and skip when the free grounds already cover your interest.

What Isn't Worth It

Kembang Jepun at lunchtime disappointed one visitor, because street-food vendors reportedly arrive only after about 8pm. Go in the evening or skip it. Surabaya Zoo draws animal-welfare criticism from some visitors, so we leave it off this list. Tunjungan Plaza's Kiddoland is a paid ride area, so do not count it as free. If a museum floor is closed, check at the ticket desk before you pay.

Getting Around Without Overspending

Transport is the real budget line. Visitors report that metered taxis sometimes take long detours. Check your route on a map app and ask your hotel or the venue to call a car. Cyclo rickshaws cluster around Qubah and malls, and fares reportedly come in steps of Rp10,000, so agree a price first. One airport counter taxi into town was reported at Rp150,000, but compare it with ride-hailing. Details on arrival are in the Juanda airport official site and our Surabaya airport guide. Walking works on main roads, but smaller streets often lose their sidewalks.

Tip

Rp150,000 for the airport counter taxi costs far more than the Rp15,000 in entries for Monkasel and the Tugu Pahlawan museum, so compare ride-hailing first.

Costs You Can't Skip

Free entry still leaves a few costs. Budget for each, then look for cheap local meals in Surabaya Food Guide: What to Eat and Where to Go. A 4 to 5 stop day with Monkasel at Rp10,000 and the Tugu Pahlawan museum at Rp5,000 adds Rp15,000 in entries, before transport.
